Overseas Driver Licence Holders

Overseas driver licence holders from
Non-approved countries and jurisdictions
on the list below

If your overseas driver’s licence is from a non-approved jurisdiction or country on the list below, you will need to complete all Graduated Licensing Scheme requirements which include:

  • Book our NESB PLLC Course
  • Pass the ACT Knowledge Test. 
    You may practice ► here
  • Complete mandatory practice driving hours dependant on your age.
    • Clients under the age of 25 are required to complete 100 hours of driving practice with at least 10 hours during night time conditions; and
    • Clients aged 25 or above are required to complete 50 hours of driving practice with at least 5 hours during night time conditions.
  • Pass the Hazard Perception Test.

  • Hold an ACT Learner Driver Licence for the required tenure dependant on your age (your overseas driver licence tenure is honoured in this scenario):
    • Clients under the age of 25 are required to hold their ACT Learner Licence for a minimum of 12 months; and
    • Clients aged 25 or above are required to hold their ACT Learner Licence for a minimum of 6 months.

Once the above requirements are met, you must pass either a Government Driving Assessment or the Competency Based Training and Assessment before you can upgrade your ACT Learner Licence to an ACT Provisional Licence. You must hold your ACT Provisional Licence for a period of 3 years.

not on the list below

Overseas holders of a full driver licence moving to the ACT are required to obtain an ACT driver licence within six months of taking up residency in the ACT.

Access Canberra must confirm your identity prior to completing this transaction. If you do not hold, or cannot produce, sufficient proof of identity you may be required to provide additional identity and/or residency documents to complete this transaction. If you are a holder of a full driver licence and from and approved country or jurisdiction or a holder of a full driver licence and from an experienced driver recognised country or jurisdiction and are 25 years of age or older no tests are required.
